You can take a flight or train to Kochi, Kerala from any part of India.
The first thing you should do when you reach Kochi is to get a permit to visit Lakshadweep.
There are some such sensitive or protected places in India, where you have to take permission from the administration before going. Lakshadweep is also one such place.
Lakshadweep administration has its office in Willington Island area in Kochi. You can apply for a permit by going here.

While applying, you will have to upload the date of travel, island, documents. It would be better if all these things are done 15 days in advance.
The permit remains for 30 days and its fee is Rs 300.
You will also have to pay Rs 300 as green tax at the airport.
Another way is that you can download the application from the website of Lakshadweep Administration.
First fill this application. Then deposit it in the collector’s office. But keep in mind that it may take time, so it would be better to plan in advance.
Keep your ID proof, passport size photo and permit with you. You will have to submit this permit to the police station or administration office in Lakshadweep.
One more thing. It is possible that you may have to obtain some additional permission for scuba diving or wildlife photography.
